The fact is that bombing the shit out the civilian population of North Vietnam simply was the strategy. "If we kill enough of them they'll have to fold," as simple as that. They had no "infrastructure targets" to speak of. It was a dirt poor third world country. This was not "collateral damage." Civilians were the targets. Plain old mass murder, if you look straight at it.

In fact any building can be photographed, if you can get a shot from a public place. Any person in a public place can be photographed. You can't forbid people to take your picture any more than you can forbid them to look at you. If you don't like it, stay home.
